Industry veteran Joe Genovese joined Arrow in April 2020 bringing 35+ years of industry expertise. As the CEO and Managing Principal of Arrow, Joe is responsible for the overall direction of the company. He supports the entire organization from client service through business development.

With an eye towards growing the agency, Joe has worked to build a high caliber team which he entrusts with the responsibilities, tools, and resources to make decisions and do their jobs in the best manner to meet the needs of Arrow’s diverse clientele.

Stuart Wallace

Stuart Wallace is the Client Service Director at Arrow Benefits, joining Arrows team in 2020. In his 15+ years’ experience, he has worked in many different roles, starting at Hodges Insurance (family agency) as an Account Manager working up to Division Leader with another agency.

In his role at Arrow, Stuart leads and crafts the client experience, with a blend of new school and old school strategies and experiences. New school approaches include, using technology to provide critical analysis, metrics, and efficiency for employers. Old school ideas include having a dedicated team for each client so that they are not reliant on just one person. This team of trusted Advisors supports the goals of each employer and advocates for employees.

“In my family we were taught to give back to the community and giving back as a solution solver in the insurance industry is my way of doing just that. People have a hard time understanding and navigating insurance. It can be complex and stressful. My passion is really for helping people. I want to take that stress away from them and step in to help.”

Rosario Avila

Rosario is a Senior Benefits Advisor with Arrow and has been in the employee benefits industry for over 20 years. She believes making insurance and healthcare culturally relevant is important to a successful employer-employee partnership. In 2017 Rosario launched Alianza, the Spanish Language Division at Arrow Benefits Group, which serves a highly valuable yet historically underserved demographic.

Over the past 20 years, Rosario has been nationally recognized by industry leaders for her innovative approach, entrepreneurial mindset and leadership skills winning her the following accolades: 2022 EBN Excellence in Advising Award, EBA Advisor of the year, EBN Digital Innovator Transforming Benefits and HR, EBA Top Woman in Advising, North Bay Business Journal Latino Business Leadership award.

Todd Dolci

Todd joined Arrow as a Benefits Advisor in 2024. Although, the majority of his profession has been spent in Life Sciences. For the past 18+ years, he’s been a fixture within the Biotech industry, most notably working for Genentech. With a robust background and expertise rooted in Quality, Compliance, and Risk Management, he brings a wealth of knowledge to the Insurance space.

Todd’s creativity and continuous improvement mindset will aid in delivering impactful solutions and improve program efficiency while focusing on optimizing employer/employee satisfaction. This coupled with his infectious energy, empathy, and passion for helping others truly sets him apart from the rest. His goal is to foster meaningful relationships with a commitment to designing and tailoring benefits that simply make sense and meet the unique needs of each of his clients.

Andrew McNeil

Andrew joined Arrow in 2005. As he grew with the firm, Andrew moved through roles such as COBRA Administrator and Account Manager. Currently, Andrew applies his 16+ years of experience as a Senior Benefits Advisor.

Andrew has been nationally recognized for innovative employee communication strategies, including for multi-generational workforces.

He has been awarded the following accolades:

Mariah Shields

Mariah has worked in the insurance industry since her adolescence, officially joining Arrow as an Associate Account Manager upon her graduation from Lewis & Clark College. Over the years, Mariah has worked in almost every position available in the company to learn the intricacies of the business and build her skill set enough to become a Senior Benefits Advisor at the firm.

Mariah has helped companies from start-up to enterprise- levels review market options and elect benefit programs that allow those companies to recruit and retain top level employees. Her passion is creating trusted and useful employee surveys, so employers don’t have to make a decision in a vacuum as well as creating educational communication pieces that allow employees to understand and utilize their benefits proactively.

Matthew Sohn

Matthew Sohn started his employee benefits consulting firm in 2001 after a successful career in technology and international business development. Using his engineering experience to develop specialized health insurance software to run his firm, he grew his benefits consultancy serving hundreds of clients.

Matthew’s firm merged with Arrow Benefits in December 2018. As part of the growing Arrow Benefits Team, Matthew brings his analytical skills and extensive business experience to his clients in technology, manufacturing, non-profits, and family-owned businesses.

Mick Van Staveren

Mick has been helping employers retain their employees with cost effective Employee Benefits for over 20 years. His experience includes serving as a Senior Manager of two leading Insurance carriers. In addition, Mick is an expert in Regulatory Compliance, Claims Administration, Quality Processes, Risk Management, and Audit Functions.

“My focus is providing high-touch support for employees — personally taking on most of the responsibilities of managing my clients’ employee benefits. As employers hire more, the likelihood of costly benefit compliance issues increases. I am passionate and have the expertise to help keep my clients Employer’s Benefit plans stay in compliance, safe from audits, and free from fines.”

Emily Hodges Wallace, SHRM-CP

Teacher, student, motivational speaker, nurse, tutor… all of these hats I have worn in my life. Little did I know that all of this experience would work together to give me a well of experience to draw on in my career as employee benefits advisor. 

In the last 20 years, I have had several jobs within insurance agencies; health and wellness education, claims advocacy, account management and shrewd negotiator with carriers. As an advisor, I bring all these skills to assist my clients.

Employee Benefits are complicated, but I can make them understandable and help employers find the best option for their organization.

Jordan Shields

Jordan Shields has been a leader in the insurance and benefits field since he opened his first agency in 1985. He has served on the United Benefit Advisors (UBA) board from 2009–2012, holding positions of Finance Chair, Vice Chair, and Chairman.

Committed to improving the lives of others through effective insurance programs, he has served as the State PAC Chair of California Association of Health Underwriters, President of Golden Gate Association of Health Underwriters, board member of California Broker Coalition, and state co-chair of the California Association of Health Insurance Agents. In addition, he has served on several carrier advisory committees and boards at local charities. He is also a published author and has written several manuals for the industry on the subjects of COBRA, FMLA, HIPAA, and Health Security Act. He co-authored a manual on the Affordable Care Act with Keith McNeil.

Keith McNeil

Keith began work in 1979 in all aspects of employee benefits brokerage and consulting. He has designations from The American College, and the Wharton School | International Foundation of Employee Benefit Plans.

For Keith, insurance is not only his job, it’s his seven-day-a-week avocation. He has served as the Legislative Chair of the North Coast Health Underwriters Association and a managing member of United Benefit Advisors California (CUBA). As the author of the COBRA: Compliance and Checklist and Manual, Keith instructs regular courses on COBRA compliance. Previously, Keith served as the President of the Marin County Chapter of Chartered Life Underwriters and is the co-author, with Jordan Shields, of a manual on the Affordable Care Act.
